How to Resolve eBay Selling Restrictions Due to High Risk Selling?

I have received the below email from ebay . My current listings are active but I can't list additional items and revise existing listings also my payouts are on hold . How my selling privileges can be reinstated ?
I have contacted ebay they say it is due to bbe (bad buying experience) rate and it is permanent.
